District Description

The city of Richmond released a Request for Proposals for transformative redevelopment of a significant portion of real estate located in the downtown core. (A copy of the RFP can be found here.) The project will include a number of neighborhood and economic development components aimed at revitalizing underutilized city assets and improving the quality of life for Richmond residents.


Major components to be addressed by potential respondents to the RFP include:

  • A replacement for the Richmond Coliseum
  • A transfer center for the Greater Richmond Transit Company, the local bus system
  • A 400+ room hotel to serve the Greater Richmond Convention Center
  • Preservation and adaptive reuse of the historic 1910 Blues Armory
  • Mixed income and affordable housing
  • Local job creation and local hiring with Minority Business Enterprise and ESB participation goals

Prospective developers must complete a simple registration by November 29, 2017. Access to additional information on the project area is available following preregistration.

All written questions from respondents are due no later than December 8, 2017.

Responses to questions will be posted by the City no later than December 18, 2017

Final responses are due to the City by February 9, 2018
