This Utica Junction site is located within the DDA district and overlay district. The purpose of the overlay district is to allow for future development of a fully integrated, mixed-use, pedestrian orientated town center. The intent of the district is to minimize traffic congestion, infrastructure cost, and environmental smart grown principals. As an anchor to downtown Roseville, the development of mixed-use, retail, restaurant, is a top priority. It is important that this new construction development demonstrates urban characteristics such as zero lot line buildings, sidewalk grade frontage, large open windows on storefronts to increase street activity and outdoor seating to provide depth to the downtown visual experience. The DDA development plan can be found on the City's website. Starting in the spring of 2018, new decorative street lighting, benches, trash receptacles, new landscaping and downtown kiosk will be installed. Tax incentives are available through the city and state.
