Site Description

Vision for site: demonstrate urban characteristics such as zero set back buildings, sidewalk grade store frontages, large, open windows on storefronts to increase street activity and outdoor seating to provide depth to the downtown visual experience.

Local Description

As an inner ring suburb of the city of Detroit, Roseville has experienced a loss of population to outlying areas. Due to this trend, residents of Roseville and its neighbors have to drive at least 20 minutes on an interstate to reach a traditional downtown area. The city of Roseville is centrally located within prosperous communities looking for a close downtown area. Its proximity to major roads and highways makes it a prime location to establish a town center. High traffic counts in the area and it's ease of access give this area the competitive edge it needs to be designated as a downtown for all in the region to enjoy.
The city of Roseville is planning to revitalize Utica Junction into a walkable town center. The city desires development to be located at this site with the storefront facing Utica Road. This is not only a prime location within the city of Roseville, but the entire Macomb County area as well. Redevelopment of Utica Junction will help designate Roseville as a perfect destination to stop, eat and shop.

Political Support

Peter Allen & Associates, a consulting firm out of Ann Arbor, MI worked closely with city staff to select a site and perform a feasibility study on a location in Roseville. Together, they designated Utica Junction as the number one priority redevelopment site in the city due to its location, market potential and community vision.

Community Support

Peter Allen & Associates uses a holistic analysis approach when developing site feasibility studies. One of the main factors in creating a vision for the site is neighborhood participation.

Fast Track Approval

The city of Roseville was the first in Michigan to be certified under the Redevelopment Ready Communities (RRC) program. RRC program participants receive a comprehensive assessment measuring their community and economic development practices. Certification under this program signals that the community has integrated transparency, predictability and efficiency into their daily development practices, and that they have removed development barriers and streamlined processes to be more competitive in today’s economy.
